Are they drunk or stoned? It's a great old Bill Hicks joke, and it looks like some people are getting it, at least according to Hit and Run. Encouraging soccer hooligans to smoke pot is the best idea I've heard in a long time, effective and elegant in its simplicity. Too bad the story's out of The Sun, which means it's almost surely utter bullshit.
